Getting the chopper to shoot at Frohman was just a matter of standing directly behind him and letting it shoot me. In fact, I think you can even see a little cloud of blood coming off my invisible self in the air behind him. I still don't know how to spawn a chopper, but there is one on that level anyway, so I just used the duplicate tool to copy and paste it where I needed it. Once you paste a chopper, it'll stay where more or less where it is, though it'll swivel around to follow targets, and rise or fall a bit if an obstruction is in the way.
